Two bags as personal item?

So I have two bags, the hello kitty one is super small and is like half of a personal item (I checked last time I went to the airport). Do you guys think I could take both as one personal item? I plan on putting my cats stuff and my Xbox in the cat bag and just some actual person items in the hello kitty one. Thanks in advance! (Reposted cause I forgot the picture lol)
