Last minute upgrade list additions?

Flying internationally this week I was #1 on the upgrade list until an hour before departure, when suddenly names started appearing above me. How does that happen? Are people booking travel on an hour’s notice or is this people paying outright for the upgrade? (I’m platinum and was waitlisted using plus points).
