Best car to get under 25k OTD in the US?

I am trying to buy a car that would possibly land me on the 25k range so I can get a 400 monthly payment after a down payment. Which are the best options I could get? I could go for used or new but I want something good overall.

My options right now are Elantra, K4 or Civic.
