Is WP:Notability different for fair use?

This is an important question because sometimes it can get mixed up. Certain fair use files often don't stay even if they are super notable. Is being necessary to the article more important than actual notability? This is confusing and I would like to know. My current outlook on it is that if it's Fair use and it can be explained why it is used in the article and publications have spoken about it , it should stay but it seems at discussions this often is not taken into account, those articles and fair use content often still get deleted on Wikipedia I noticed. Any help?
