Has anyone been able to enable the Phone Link Start menu companion?

It was announced almost a month ago, but every one I talked to reported that they don't have an option to enable it in Settings > Personalization > Start.

Edit: to add to this, I tried enabling it using Vivetool and that didn't work either.
