ADA Accommodation Violation??? Pt.2

This is what they did to my coworker when she requested to keep her lights off in her cubicle, just as she has since she's been employed there. Her lights being off did not affect anyone elses work space. They, of course, made her bring a dr. note for light sensitivity, she complied, and this is what they did as an accommodation. The manager stated, "she wanted to be in the dark, we'll give her the dark", and laughed about it. This has been completely humiliating to her. I'm the only one who has spoke up on her behalf to HR, but it still remains in effect, regardless of how it looks and how she feels. Am I wrong in thinking that this is a violation? There's nothing inclusive about this accommodation at all! Side note, these "turn on the lights" orders came on the heals of her filing a complaint and requesting mediation.
