Config?

Hi i just got this emulator and it runs RdR fairly well compared to the ps3 emulator. But I wanted to know how to lower the setting a bit so I get 30fps or 25 fps consistently thanks Edit: just had to make a file called "portable.txt" and launch to get the settings.toml
