It isn't just you. I made a post just now about the exact same issue and as I scroll it seems several others have as well. I am on a totally different machine than you so it is not machine-specific. Mine is Intel and Nvidia based. It's the update or Windows itself. Which is something I rarely say but in this case it's too coincidental to be anything else.

It didnt work for me either! A few months back I was having an issue with it not wanting to turn on and it had me on a blue screen and when i spoke with an hp worker they told me I needed to download windows 10 using another laptop. Even after I did that, I am still having these issues.
