You assembled it incorrectly - The bottom line of the snuffer cap and lever should be at the same level. When the lever is pressed down the snuffer cap should be fully vertical or just past vertical.

Does the long tip press in? If so, it depends on whether or not you can remove the long tip assembly. Those older metal tank lighters are solid as fuck but tank innards deteriorate unfortunately.
